About GPH

Background

Provision of guidance and promotion of good practices in health among its stakeholders remain as one of the challenges of the Department of Health in relation to its leadership role in the health sector amidst the implementation of Universal Health Care (UHC). One of the significant barriers to knowledge-sharing and reapplication of experience is the limited culture of information and knowledge documentation and sharing. Although relevant knowledge may exist in people's minds, it cannot always be tapped or it may exist in formats that limit people's ability to know about it or find it.

Republic Act No. 11223 or the Universal Health Care Act, in its Implementing Rules and Regulations under Rule V. on Organization of Local Health Systems, Section 19.5 stipulated that “the DOH shall provide an environment that promotes the exchange of knowledge and good practices among the levels of the health care delivery system.” In support of this provision, the Bureau of Local Health System Development issued The Guidelines on the Identification, Documentation, and Replication of Local Government Unit (LGU) Good Practices in Health (GPH), embodied in the DOH Administrative Order No. 2021-0061, which aims to provide guidance to help local implementers in the health sector to identify, document, replicate and contextualize evidence-based interventions in the community setting.

The identification and documentation of GPH is knowledge management (KM) strategy promotes the exchange of experiences and hard-won solutions of stakeholders. KM methods and tools are essential to improving the effectivity and efficiency in the generation, dissemination and application of knowledge in formulating health strategies - both at the local and national levels for the efficient performance of health systems. The goal of KM is to maximize the impact of explicit and tacit knowledge, including health research and experiential knowledge, through effective knowledge-sharing and application. It is about providing the right knowledge for the right people and in the right format to strengthen health systems and improve health outcomes.

Objectives

1. Manual Objectives This manual/guide affords a detailed description of identifying, documenting and replicating good practices in health. It is specifically created to guide the Centers for Health Development (CHD) and Ministry of Health – Bangsamoro Autonomous Region of Muslim Mindanao (MOH-BARMM) and its DOH Representatives on how to institutionalize and provide the much-needed technical assistance to its LGUs, Engage with partners to identify, document, organize and promote the dissemination of successful and strategic replicable practices in support of UHC, contribute to making the DOH policy and programs development process better informed by local implementation realities through a closer rapport with LGUs and other partners/stakeholders.

2. GPH Objectives The overarching objective of Administrative Order No. 2021-0061, otherwise known as ‘The Identification, Documentation and Replication of Good Practice in Health’ is to be able to gather valuable information which can be shared and utilized for planning and budgeting, advocacy, policy development, provision of support and technical assistance, and research.

Good Practices in Health

Introduced by an LGU which has been proven to be an effective, efficient and relevant way of addressing a particular health issue/challenge including social determinants of health and which can be easily replicated by other local government units.
